One of the USS Omaha's two Curtiss SOC Seagull float planes. The Omaha was not an aircraft carrier; the planes hung from catapults that shot them into the air like a slingshot would. They were used for reconnaissance. When they came back from a mission, they would land near the ship, as in the photo, and would be lifted by crane back onto their catapults.
